Will this help me slim down?

im 16, 5 foot 6, and i weigh about 123 pounds. I know it doesnt sound like im fat at all, but i really dont feel comfortable with the way i look. I only wear jeans because i feel that my legs are fat and ugly. I just want to be able to wear shorts this summer without constantly feeling self conscious. I also have a little bit of fat on my sides (love handels) that i want to get rid of but mostly i just want my butt and thighs to slim down so i can wear shorts. i go to the gym 4 days a week for over an hour. While im there i usually run 1.5 miles and jog 1.5 miles uphill on the treadmill. Then i bike for fifteen minutes at a high resistance. And then i do an abb workout. Does this seem like it will help me slim down my thighs. Also, i am startng a very restrictive diet where i only eat an apple and a vegetable and a lean meat such as chicken a day. Does this sound like it will help me slim down my thighs? Should i be doing other things at the gym? Should i be eating less?
