In Illinois, are sex offenders able to attend their own childs ballgames etc. ?

This was a case of a 15 yr old girl (at the time), lying to a 21 yr old young man who she had told was 18, he pled out rather than having to put this girl thru a court trial. DCFS was involved, had threatened the girls mother with losing her kids if she didnt prosecute........long story short, he served his time, parole and is now the father of two boys. They play sports, but he feels he cannot attend their games due to these restrictive laws.......
